Open Letter to Mr Humza Yousaf, Scottish Minister for External Affairs
and International Development, The Scottish Parliament, Edinburgh, EH99 1SP

19 July 2014

Dear Mr Yousaf

In view of Israel’s collective punishment*) of Palestinians in the Gaza strip following the deplorable abduction and murder of three Israeli youths in early June this year, we are deeply concerned at the pro-Israel bias expressed in your statement on 13 May 2014, that the Scottish government opposes the call from Palestine for Boycott, Divestment and Sanctions (BDS) against the State of Israel to compel Israel to recognise Palestinian human rights under international law. We also most deeply deplore your abandoning the position stated by Scottish First Minister Alex Salmond of 25 March 2010, which is that ‘You can’t have normal relationships if you believe another country has been involved in what Israel has been involved in‘.

Israel has been relentless in its ethnic cleansing from Jerusalem to the Negev. Your ministerial statement that the Scottish government’s ‘position on the Middle East doesn’t vary much from the UK government’ dangerously implicates all Scots and residents of Scotland in the UK government’s military, political and economic alliance with the government of Israel, a policy that continues to raise considerable concern about issues of fairness and justice.

We feel that the Scottish government urgently needs to make it clear that it stands with justice and human rights, reflecting the real feeling of the people of Scotland.

For decades, successive Israeli governments have violated international law and Palestinian human rights with impunity. The result has been death and destruction on a massive scale.
It is time for justice. We therefore urge you to:-

– tell the Israeli leaders, using the full authority and influence of the Scottish government, that they must end this military assault, and the incitement of racial hatred and violence.

– impose sanctions**) upon Israel until it upholds international law and ends its illegal occupation, settlements and colonisation.

– promote and protect the rights that Palestinians are entitled to under international law, which means protection from Israel’s war crimes and human rights violations, and supporting Palestine’s application to join the International Criminal Court.

Thanking you, in the name of Justice and Peace.

*) Collective punishment is a war crime according to Art. 33 of the 4th Geneva Convention ratified in 1949, to which Israel is a signatory.

**) BDS – Boycott, Divestment and Sanctions

Oban Concern for Palestine is grateful to SPSC – Scottish Palestine Solidarity Campaign – for providing the basis for this Open Letter.
